Lisa Barclay, JD

Lisa Barclay served as the Deputy Coordinator of the White House COVID-19 Response Team from April 2022 to August 2023. From January 2021 to April 2022, Lisa was a Deputy General Counsel in the Office of General Counsel at the Department of Health and Human Services. Her portfolio included providing legal counsel on Food and Drug Administration (FDA) issues and a wide range of topics related to COVID-19. Lisa previously served as Chief of Staff of the FDA from 2011 to 2014 for then-Commissioner Margaret Hamburg and as a policy analyst and speechwriter in FDA’s Office of Policy in the Office of the Commissioner from 1995 to 2001. Lisa also served on the Biden-Harris Transition as a member of the HHS Agency Review Team.

In between her stints in government, Lisa worked in private law practice in Washington, D.C. A graduate of Georgetown University Law Center, Lisa clerked for Senior U.S. District Judge William B. Bryant in the U.S. District Court for the District of Columbia. She has served as an Adjunct Professor at Georgetown University Law Center.

Over the years, Lisa has served in various capacities at several non-profit organizations. She resides in Chevy Chase, Maryland with her husband, her three children and her three dogs.
